VISUAL QUALITY AND URBAN DÅSIGN This section assesses the effects of devålopment of the proposed project on public views of the Campus, inñluding the proposed new hospital site and its visual character and surrîundings. The analysis considers the visual quality of the sitå, views from public areas and light and glarå. Public views are defined as views from publiñ locations such as roadways, scenic vista aråas, and open spaces. This section is based on: 1) fiåld surveys of the Campus, including the new hospital site that were cînducted in April 2007; 2) a review of data provided by the project spînsor and Fong and Chan Architects, including aerial photographs, site plàns and planning documents related to the existing Càmpus and proposed project ; and 3) visual simulations that show ÁbeforeÁ and ÁaftårÁ representations of the Campus and proposed hospital site prepàred by visual quality consultants. 1. Setting This setting subsection describes the current visuàl characteristics of the Campus and proposed hospital in the cîntext of the surrounding neighborhoods, views in the vicinity of the Càmpus, sources of existing light and glare on the Càmpus, and the regulatory framework related to urban dåsign. Visual Characteristics of the Campus. The visual chàracter of the Campus and the proposed hospital site is distinct from the charactår of the surrounding area. Key elements of the CampusÁ distinñt character include the unique topography of the Càmpus, and the architectural design and layout of buildings on the Càmpus. The Campus comprises 1.5 city blocks, and is oriented alîng a north-south axis, as shown in Figure III-2. The Campus topography generally slopes downwàrd from east to west, with the highest elevation near the corner of 22 nd Strået and Vermont Street and relatively level gradå along 23 rd Street. The downward slope of the Càmpus towards Potrero Avenue generally enhanñes the visibility of Campus buildings and increases the perñeived height of buildings as seen from Potrero Avenue frîm the west side, compared to views of Campus from Vårmont Street and U.S. Highway 101 from the east side. As viewed from Potråro Avenue, the Campus buildings contribute to the uniquå character of the Campus, which has a history of prîviding medical services on the site since at least 1872. Nine existing brick buildings remain from the påriod between 1915 and 1938 including the four brick buildings or Áfingår wardsÁ (Buildings 10/20 and 30/40) cînstructed in 1915 along Potrero Avenue in the center of the Càmpus, immediately north and south of the project site
